Mr. Shea was also a leader in developing and implementing a strategy to pursue the $405 million privatization of Army family housing at Fort Leavenworth, which was awarded to Concourse's client and subsequently closed in March of 2006. Additionally, Mr. Shea assisted in the privatization of the Navy Family Housing in Hawaii, Naval Station Everett in Washington State, and at Fort Hamilton in Brooklyn, New York.
Mr. Shea has a Master of Science in Real Estate Development from Johns Hopkins University, and a Bachelor of Arts in Economics from Loyola College of Baltimore, MD. Mr. Shea is an active member of the Association of Defense Communities (ADC) Private Sector Counsel for BRAC.
Andrea Elson
Ms. Elson has been working in the real estate and finance field for more than 15 years. Her wide-ranging experience includes development, consulting, financial analysis, urban planning, title insurance and appraisal.
Ms. Elson participates in a variety of projects at The Concourse Group, including assisting developers with team formation and deal structure, coordinating the deliverables of the team's consultants and preparing responses for Army and Navy MHPI and EUL projects. She has also worked closely with the Navy to negotiate the financial plan for a 1,948 unit Navy housing privatization project in Hawaii and the Army in preparing a Community Development and Management Plan (CDMP) for a 1,583 unit housing privatization project in Kansas. In addition, Ms. Elson has extensive EUL experience, having worked on the following EUL projects: Snake Creek, Camp Navajo, Aberdeen Proving Ground, Redstone Arsenal and Fort Meade.
Ms. Elson has a special interest in the financial analysis of complex real estate transactions and assists clients with creating models to evaluate mixed use developments. She also has considerable experience with Tax Increment Financing (TIF) and recently assisted the city of Chicago in modeling its TIF redevelopment obligations under a variety of redevelopment agreements.
Pearie Foster
Prior to joining The Concourse Group LLC, Ms. Foster worked for global financial and professional services firm specializing in real estate services. While employed with this firm, Ms. Foster was responsible for the long-term management at the portfolio level of three housing privatization projects under the Army’s Residential Communities Initiative program. These projects (Fort Campbell Family Housing, Carlisle Picatinny, and Fort Gordon) included a total of approximately 5,200 end-state homes with projected initial development costs over $600M with over 8.1M square feet.
Ms. Foster was also the Strategic Advisor to the Army’s Chief of Public Private Initiatives Division, Assistant Chief of Staff, Installation Management Office (ACSIM) where she was accountable for assisting/advising the Client in management, oversight, and protection of the Army’s real estate investments (i.e., Army's Housing Privatization Initiative, Privatization of Army Lodging, Utilities Privatization, Enhanced Use Leasing, Municipal Services/Partnerships and Competitive Sources). Additionally, she conducted due diligence efforts for public sector clients engaged in public-private partnerships, created financial analyses, performed market research, and developed reports covering and drawing conclusions on prospective investment opportunities.
Ms. Foster was also employed with Goldman Sachs & Co., where she proposed and implemented new strategic processes to improve efficiency and controls related to securities, cash collateral and future portfolios.
Ms. Foster received her M.B.A. from the Johnson Graduate School of Management at Cornell University and a B.S. in finance from Villanova University.
Ted Snyder
Mr. Snyder provides valuable financial analysis, development support, and acquisitions analysis in his role at Concourse. He develops financial models and economic analyses for real estate privatization projects, and has created numerous financial pro formas for military housing privatization projects.
Mr. Snyder also has extensive EUL experience. Mr. Snyder provided support on the following EUL proposals; Snake Creek, Camp Navajo, Aberdeen Proving Ground, Redstone Arsenal, and Fort Meade.
Additionally, Mr. Snyder spent six months on site at Fort Leavenworth Kansas advising a Concourse client on all financial aspects of the Fort Leavenworth CDMP. While at Fort Leavenworth, Mr. Snyder interfaced daily with key Army stakeholders and clients in order to develop a financial strategy for the project that would maximize scope, while meeting the goals of the Army and the client. He also created a debt RFP and analyzed responses from seven prominent investment banks and financial firms resulting in a commitment to issue $205 million in debt financing for the project.
Inaddition to Mr. Snyder's support on government realted projects, Mr. Snyder is actively seeking "value-added" acquisitions for Concourse's private sector clients.
Prior to joining Concourse, Mr. Snyder was employed by a national real estate firm, in Washington, DC where he worked as a member of a team advising the U.S. Army on its initiative to privatize over 70,000 houses on 28 bases across the country.
Mr. Snyder graduated summa cum laude from The Wharton School of Finance and Commerce at The University of Pennsylvania, with a Bachelor of Science in Economics, and concentrations in finance and accounting. He is a member of the Urban Land Institute, then National Association of Office and Industrial Properties, and is fluent in German.
Robert L. Meyer
Mr. Meyer provides management consulting services related to privatization, organizational issues, military base realignment and closure, and military base reuse to a wide range of clients, including the Department of Defense. He has been a speaker on privatization and Military Base Realignment and Closure (BRAC) issues at the Center for Public Private Enterprise, Society of American Military Engineers, the Institute for Real Estate Management, the Contract Management Association and other groups concerned with privatization and BRAC issues.
Prior to joining the private sector, Mr. Meyer was a member of the Department of Defense Federal Government Senior Executive Service. While with the Department of Defense (Office of the Assistant Secretary of Defense, Installations and Environment) he had responsibility for direction and management of Base Realignment and Closure, as well as for the development of policy, procedures and legislation to allow privatization of over 300,000 military family housing units nationwide.
Marian Harvey
Ms. Harvey has worked as a consultant to the Department of Defense (Office of the Secretary of Defense (Installations & Environment) where she, among other things, led a multi-service team dealing with the capacity of military bases to perform certain functions, and managed large databases and a public website. She has also provided proposal preparation assistance for private sector clients who have bid on and won military housing privatization projects, and consulting services for those interested in the reuse of military bases.
Prior to joining the private sector, Ms. Harvey was a senior management analyst with the U.S. Government Accountability Office with responsibility for evaluation of the military housing privatization, base closure, and base reuse programs. In this capacity she was responsible for understanding the strengths and weaknesses of significant elements of the programs, and for reporting to Congress.
Sarah Kesselring
Ms. Kesselring has been a valuable member of Concourse's team for many years. As the Contract Manager for Concourse, she plays a critical role in ensuring that every last detail is attended to. She is also engaged in the proposal layout and graphic design for every proposal, report, and document that comes from the Concourse team. Ms. Kesselring designed well over 75 submittal covers, company logos, layouts, and many more presentations and the accompanying materials for Concourse clients. Ms. Kesselring arranges site visits, client meetings, and key logistics issues throughout the duration of each proposal.
