Concourse provides P3 advisory support to energy and utility infrastructure projects designed to increase resilience while reducing costs. We are typically engaged to conduct detailed analyses to identify the optimal energy/utility P3 opportunity, structure the appropriate go to market business model and support complex legal and technical negotiations. By helping our public sector clients understand the motivations and business drivers of all contract parties, Concourse protects their interest throughout the term of the project lifecycle.
While being technology agnostic, Concourse has specific expertise in Solar PV, Battery Energy Storage Systems (BESS), Diesel Hybrid Microgrids, Geothermal, LNG, Fuel Cells and Combined Heat and Power (CHP) and have successfully executed all of these technologies on behalf of our Government clients.
Concourse is the lead Enhanced Use Lease (EUL) negotiation advisor to the Department of Navy (DoN)’s Resilient Energy Program Office (REPO) supporting over 30 active energy projects totaling over $1.3 billion of leveraged third-party investment in distributed energy resources (DER) and over $140 million in direct exclusive upgrades to DoN utility infrastructure.
Concourse also supports the DoN’s P3 Resident Energy Conservation Program (RECP) which has saved nearly $50 million since inception. The program results in CO2 emissions reductions equivalent to removing 7,600+ cars from the road annually.
Concourse was a key team member supporting the Army’s Portfolio Assessments Division - the group responsible for conducting initial installation assessments and opportunity risk assessments for energy/utility P3 projects. Concourse’s role included assessing project opportunities; evaluating utility rate structures; recommending optimal business models; conducting installation site visits; engaging installation management and energy management leads; and identifying risks and developing mitigation strategies.
